It would be OK to mark the line 15 box and enter the explanation. I'm am confused by what you said though, as you seem to indicate that your original return had your recovery rebate credit amount listed on line 30 of your form 1040. So, if you already had the rebate credit listed on your tax return, then why are you amending it?
