Answer the question as it was asked - "Does X offer onsite childcare?" - "Yes, they offer onsite childcare".
The program is trying to figure out whether you had a daycare at work that was available, which is a different situation from receiving your child care FSA (an amount in box 10 on your W-2). Whether or not you choose to use the employer's onsite childcare will not affect your Child Care Credit; how you pay for your childcare (i.e. FSA) may.
