car registration fees are deductible in some states but only when they are considered a value tax. That is, that the fee is a tax based on the value of the car. This would also be known as a personal property tax. If you pay a registration fee that includes a flat fee for the privilege of registering a car plus a value added tax on the value of the car, then only the value tax portion is deductible.
