The IRS may correct the rebate amount. If they don't, you can file an amended return after you see what refund was actually paid. If you are sure you qualified and Turbotax worksheet was incorrect, we can try and report this as a bug. When did it happen? You would need to go to the Help menu and find "Send file to agent." This creates a token number you can post here, and uploads an anonymous version of your return to tech support.
