You may want to seek legal advice on this from a "TAX" attorney. As I don't see any way for a foster parent to qualify for a stimulus payment for any child that is not biologically theirs. But I"m not a lawyer or a tax expert by any stretch. So legal advice from a tax attorney would probably be best. Not a CPA, not an EA, and not anyone calling themselves a "tax expert". You need to confer with a tax attorney.
