Actually, it says that Feb 22 is the Projected Date for that. The IRS did do a major update this past weekend, but may not have updated everyone yet. It also says this:

Going forward, you can arrange to have fewer taxes withheld from your paycheck or other income so that you do not have to wait for a refund at tax time.
