Yes for HSA, No for FSA. In determining the amount that TurboTax places on Schedule A line 1, automatically subtracts from your entered medical expenses the amount of HSA distributions you report as used for medical expenses.
Nothing about your FSA goes on your tax return.
If you were covered by an FSA in 2020, you are not eligible to have contributed to an HSA for 2020 unless the FSA is a special-purpose FSA. For any month of 2020 that you were covered by a general-purpose FSA you must tell 2020 TurboTax that you had no HDHP coverage for that month.
