Per IRS Publication 502, page 6: a chair lift falls under capital expenses. The expense of a chair lift is tax deductible if you have a prescription from a health care provider saying you need one due to health reasons. If you installed a chair lift under the advise of your doctor and he gives you a prescription for the year he advised you to get it, you should be able to deduct part of the expense.
Remember, to get a tax benefit from your ,medical expense, the sum of all your itemized deductions, which also includes things like donations, mortgage, and property taxes, must exceed your standard deduction amount.
