Can I add the Recovery Rebate Credit if I never received any stimulus?

I was claimed as a dependent in 2019, and am now claiming independent in 2020. Because of my dependent status, I did not receive any COVID19 stimulus in 2020. Is there a way to get back the money I was owed?
