For the question, "How many months did your child live with you in the USA in 2020?" what should i put if I was working for the US Navy when my child was born in Japan?

My daughter and I were in Japan for all of 2020, except when we flew back to the USA on November 4.  For this question, is working for the US Navy on a US base considered living in the USA?
