I don't know if anyone will be able to explain it. It's hard without being able to see your tax return. But to have any hope of explaining it you have to give information that's a lot more specific, as xmasbaby0 and VolvoGirl have said.
What state is it? Every state has different forms and rules.
What year is it for?
Give specific form and line numbers, and exact amounts.
The tag below your question says you are using TurboTax Online. If that's true, it's for 2020. But I don't think any of the state programs for 2020 are available yet. If you somehow were able to access state software for 2020, it's just a very preliminary rough draft, with several updates needed before it's ready for filing. If you're looking at a state tax return for 2020, I suggest that you just put it aside for now. Come back at the end of January and see if it still has the same problem.
