For 2019, does Georgia reduced medical expense deductions by 7.5% of Federal AGI, or 10%?

Georgia does not have a deduction for medical expenses on the state tax return.
If your federal return used itemized deductions instead of the federal standard deduction, the itemized deduction will be used on the Georgia state return.

Deductions & credits
Georgia uses 10%. So if you Itemize your Federal deductions and have enough to exceed the 7.5% on the Federal Schedule A, there will be an adjustment on the Georgia return.

Thanks very much. I could't find it anywhere in the Georgia Tax instructions...but figured it out by doing "what if's" with my return.
