Thanks for the response and the list of things to check.  I do have the child care costs split among the 3 children, we have a flex spending account for dependent care, and all are under the age of 13.

 

The FSA does appear to have some effect here.  For 2019, I think it's handling it correctly.  Max $6000 for childcare, -$5000 in FSA, so credit only available for $1000 left.  20% x $1000 = $200.

 

After doing some more research, it appears my 2018 taxes may have been incorrect.  Last year we had the same $5000 in FSA but TurboTax allowed 20% x $6000 for another $1200 credit on top of the FSA.  It is unclear why it was handled that way last year and I don't know if that should have been allowed.
