Are you saying that the SC calculation was $3.5k for 2017, would be $3.5k for 2018, and would be $3,160 for 2019? I imagine the only limit that applies is the 2017 limit. That's the amount that carries over.

 

Yes, the SC solar energy credit appears to carry over for up to ten years.

 

I assume that the $48.xx was one-half of your tax liability in 2017, right?

 

Why didn't you receive the tax credit in 2018? Was it not entered or did you not have enough assessed tax in 2018 either?

 

Well, in any case, you should be able to take the tax credit eventually.
