It is possible you have already reduced your tax liability to $0 through other deductions and credits. You may preview your Oregon return to determine the effect the credit is having on your return:
- From the menu on the left, choose Tax Tools
- Click on Tools
- Choose View Tax Summary
- Again from the left, choose Preview my Oregon Return
- Scroll through your state return to review your taxable income, tax liability, and tax credits applied
