Health Care Credits

I anticipated qualifying for substantial credits, since I paid the full premium amount in 2019, but my income fell dramatically. In the past, TurboTax automatically adjusted, and calculated whether I would do better taking credit or deduction as medical expense. The credits would be much better, but TT said I paid proper amount, and did not indicate that I would qualify for a credit.  There is no question that my income would have qualified for full premium support. Did I enter information improperly, did TT make an error, or is there some new IRS policy in effect?
