In the section where you enter the 1099-DIV, a couple of screens after the "numbers boxes", you get a question to "Tell us about your foreign dividends". On that screen you enter the amount of foreign dividends received, and designate whether they are from a "Mutual Fund/Regulated Investment Company (RIC)" or instead from an "Other source". If you select "Other source", you get a box 8 drop-down and the fourth item on that drop-down list is Various. Note that if the dividends were from a mutual fund or RIC, you don't have to enter a country.
If that doesn't work because of the need to file Form 1116 and populate a specific country, the details of your dividends transactions for the year should show the source country for each dividend that incurred foreign taxes.
