On your 2019 tax return, you can report as an itemized deduction, any state tax payments actually made in 2019. This includes estimated payments and payroll withholding, but does not include any amount you owe for 2019 that you will actually pay in 2020. To report estimated or other tax payments made in 2019, go to the Deductions and Credits page and look for “Estimates and other taxes paid”.
