To claim the credit for 2019 you would need to have installed the charging station in 2019.
To claim income, credits or deductions on your 2019 tax return the income, credits or deductions would also need to happen in 2019.
If you did not claim the credit in 2017 you can amend your tax return to claim the credit for the year you installed the station.
