I have two children that do not live with me but I pay child support how do I apply the non custodial parent credit for paying child support and being up today with my payments

Sorry it does not work like that. Child support does not get entered on a tax return.
IF --and only if-- the custodial parent signed Form 8332 then you would be able to get the child tax credit.

Child support you pay is not deductible from your taxable income, and never has been.
