I am approaching this question with the assumption that you are referring to the Section 101 Exclusion from Gross Income of Discharge of Qualified Principal Residence Indebtedness that was in Congress’ recently signed (late December 2019) spending bill. The amendments in this section of the bill apply to discharges of principal residence indebtedness after 12/31/2017 and before 01/01/2021.

I found reference to this in the article

That website is incorrect at best and on a phishing expedition at worst.  Disregard any reference to the Mortgage Payment Act of 2020 or Mortgage Reduction Act of 2020.  There are no such programs.   Do NOT click on any of the links on that website.

There is no Government Mortgage Payment Act of 2020.   And it is always good practice not to click on hyperlinks when surfing the internet.  That website and many others like it are, as you stated, ''shady'' and should not be relied on for any type of financial or tax guidance.
