Yes they are, click on Federal Taxes, then on Deductions and Credits, choose Explore on my own scroll down to Charitable Donations on the Donations to Charity in 2013, click on Start or Update. Membership dues are not a charitable tax deduction regardless of the organization you pay them to.
However,
if your membership dues are much higher than the value of benefits you
are receiving, a portion of the dues might be. Take a look at the below
link. Click on Contributions from Which You Benefit (towards the top)
to determine if your dues are deductible.
