Yes, prior to covid, working at home got you out of paying tax to the employer's city. So, for your new employer, if they started withholding from the beginning, you would be entitled to some of it back.
Most cities use a special form for that type of refund. You would have to contact the city. My city calls it the "itinerant employee refund" form.
