Ignore the message that you must e-File the NY state return.
Visit the NY revenue website to get the mailing address for a paper return.

It is turbotax that has decided that you must have an ACCEPTED federal return to e-File a state return.
This has been the rule for a few years now.
Your alternative is to file a paper return to your state via US Mail.
