Forgot to file taxes with CO after federal and CA taxes already accepted and refunds received

Hi, I helped my daughter file her taxes for CA and federal which were accepted and she received small refunds back for both. We forgot to also file a state income form with Colorado, although we did include her W2 in the federal forms.

 

I paid $45 to download Colorado's income tax forms and completed them through Turbotax. She owe $0 and is receiving no refund. When I try to E-file the Colorado tax returns Turbotax states "E-file requires federal return" - "To e-file, you must also select the federal return. Click Back to select federal and any other returns you'd like to file."  When I click "back" there is no federal form to select. I see the following message: "The following returns have been transmitted. - Federal Return and - California Return.  Please let me know how to E-file the Colorado state tax forms.

 

Also, I tried calling the customer service help line twice. I waited for one hour the first time and spoke with someone for about 10 minutes and then was disconnected. The second time I waited 40 minutes and spoke with a person for about 5 minutes and then was disconnected again! Very frustrating.  I look forward to a response.
