Look at your Form 1040 for 2019, specifically lines 13a and 18b. Those lines report the Child Tax Credit. You should also find Form 8812 in your return if there is an amount on line 18b.
After you take a look at your return, if you still do not see the Child Tax Credit, take your return back to H & R Block and ask them to fix it since it was their error.
It is possible that you can amend the return to fix it yourself, but as stated by xmasbaby0 in the other answer, it is very difficult to do.
