State tax filing
The rule is that you can take credit for taxes paid to Philadelphia only to the extent of the NJ taxes you would owe on that same wage income. So, if your NJ taxes would be $100, you can only credit $100, even if Phila is higher. It also cannot be used as a credit against any non-wage income.
And no, you cannot get it back from the City of Phila either.
