State tax filing
Ohio, passed HB 197 which basically says working from home due to the COVID-19 pandemic shall be deemed to be a day performing personal services at the employee’s principal place of work. So you still need to pay the Cleveland city income tax.
If your working at home situation is not due to Covid, you can file a Cleveland return for a refund, for the days not worked there. Contact CCA, there may be a special form for claiming a refund in this situation. My city calls it the itinerant employee refund form.
Since you do work some days in Cleveland, you employer is probably correct to withhold Cleveland tax.
You normally only have to file a return in the city you live in. It is not necessary to file one in the city you work in, if different. Your employer will remit withholding to the city you work in, but you do not file a return unless you're claiming a refund or your employer didn't withhold enough ( both highly unusual). The city you live in will allow a credit or partial credit for the withheld tax you paid to the work location city.
