Rejection of CA state return

My CA state return was rejected due, apparently, from a Turbo tax software problem. I was told in the Turbo Tax email I received that I would get support to correct the issue. I opened my return and said I wanted to amend it (big mistake). I tried to make amendments, but now I get a message that I can't file electronically but must mail my return. I paid $40 + $20 = $60 (to turbo tax just to file my State return. What the sam hill is happening? This is highway robbery. Where is the help I was told I would receive? This is unacceptable!
