Thanks for the update Bill
I see the issue is expected to be resolves by 2/19/2021.
When I logged into my TurboTax online account this morning and I went to review my NY state section I was prompted to remove my pension entry in one section. The results of this is the same as I got when support Emailed me the following work around;
To verify and remove or adjust these entries please see the following steps.
- Open or continue your 2020 tax return.
- Click on the State menu on the left hand menu bar.
- Select continue and then edit/continue next to New York.
- Continue through the interview until you get a a main summary screen titled "Changes to Federal Income".
- Scroll down to the Wages and retirement adjustments, and select Update next to Received retirement income.
- On the summary screen of your retirement distributions, select the Done button.
- Remove the extra entries on the Governmental Pension Exclusion Screen and choose Continue.
- The doubled pension exclusion should now be removed from your New York return.
After the following the suggested work around the issue is now worse! Because the application removed my NYSLRS pension entry I am now being taxed on the remainder of my NYSLRS pension minus the $20,000 bogus entry the application is entering! See the following example;

When I filed online last February (2020) this $20,000 issue did not exist. I see this tread was stated in June of 2020. I am not sure what happened but I think the summary page last February looked something like the following example;

Since I am a NYS resident my entire amount of my NYSLRS pension is exempt from New York.
I hope your application support team didn't apply the the workaround they Email me back on 2/4/2020 in response to Investigation number inv-10038, because in my case, TurboTax online today shows that I owe NYS over $2,000 when prior to the workaround (yesterday) I was getting a refund of over $500!
