Left NY in March due to COVID - is this considered "moving" for tax purposes?

I moved in with my boyfriend in DC in march when NYC was in a really bad situation due to COVID, and have been working remotely there since.

 

I remember reading some article that several states said that they would not impose taxes on people who had moved due to COVID, and DC was one of those. 

 

I just tried filling out my taxes in TurboTax and said that I moved to DC, and am being asked to pay DC taxes. I expected to not have that due to the COVID adjustment. How do I handle this? Am I not supposed to file in DC at all this year? And just say that I was a per-time NY / NYC resident and that's the only state tax I file?
