No, the buck stops with him, he is going to elevate this to his manager. The guy is truly a nice guy but has no power. The support people he is communicating are telling him it is filed but when i checked the CA gov site it does not show anything is received so the support he is communicating with is just trying to end the conversation and does not want to help clearly.
