Your Payment Didn't Go Through Loop

I'm having an issue with e-filing my state return. I paid for the state return and got email confirmation of my payment. When I hit continue, it says all my products have been restored and lists "TURBOTAX STATE RETURN XX TAX YEAR 2019 E-FILE". Then, it takes me to the next screen stating that "Your Payment Didn't Go Through". No matter how many times I "restore" my purchase, I am stuck in an endless loop of being unable to e-file my state return.
