State tax filing
Your domicile is in Florida, so you would file a Florida return, if, as you point out, the state had one.
In the case of Georgia, you would pay tax to Georgia if you worked there, but you don't, as you pointed out.
HOWEVER, for any days you traveled to Georgia to go to the office (even for a visit), then you would be generally liable to pay tax for those days. Yes, you would have to prorate your annual Wages on the ratio of days in Georgia versus total days in the year.
Sadly, you will have to file a Georgia nonresident return in any case, in order to recover the tax withheld for Georgia. Your employer has already sent those withholdings to the state, and the only way for you to get it back is to file a Georgia nonresident resident return.
You will have to do this until you can convince your HR department to stop Georgia withholding on you, so if you do that now, you will still have to file a nonresident return for Georgia for tax year 2020.
