State tax filing
since your were an Oregon resident for all of 2019 and he was a resident of iLLinos for only part of the year. Illinois should reflect only his Illinois income for that part of the year. there is no credit for this on your oregon return.
your oregon return should reflect your income for the whole year and his for that which he earned after he left illinois.
the jump in taxes may have resulted in changing him to part year Illinois resident. TT may have computed Oregon taxes assuming he was a full year Illinois resident and you would have gotten credit for the Illinois taxes. indicating he was a part year illinois resident and that credit properly goes away.

Part-year residents
You're a part-year resident if you move into or out of Oregon during the tax year. You'll use Form OR-40-P if any of these are true:
- You're a part-year resident.
- You're filing jointly and, between you and your spouse, one of you is a full-year Oregon resident and the other is a part-year resident.
- You're filing jointly and both you and your spouse are part-year Oregon residents.
- You qualified as an Oregon resident living in a foreign country for part of the year
