OK. it looks like it is trying to charge you for a free state. Here is my suggestion. Contact phone support to see if they can push you a download for your free state. Use that terminology and explain that you have a CD Turbo Tax product that specifies that you are entitled to one free state. Please select this link for information to contact phone support.
