You can claim your brother as your Dependent on your Federal Return if he meets the criteria in this link Who Can Be Claimed as a Dependent.
If your brother is over 19 (or 24 if a student), he would have to live with you all year to be claimed as your Dependent.
If not, he still have to live with you for over 6 months.
