It depends. For 2016, Pennsylvania does have reciprocity with a number of states, but Delaware actually is not one of them. This FAQ provides more information: https://ttlc.intuit.com/replies/4776822.
Because of this, Delaware requires you to file a nonresident return for the income you earn there, whereas Pennsylvania requires you to file a resident return because you live there. So as to not be over-taxed, Pennsylvania will grant you a credit for the amount of tax you pay to Delaware on income earned in Delaware. For this reason, you will want to prepare the Delaware return first so that TurboTax will calculate the credit you should receive on your Pennsylvania return.
