Yes, at the beginning of the New York State interview in TurboTax that is headed "Tell Us Your New York County" (note, the wording may vary between TurboTax versions). If so, do you see the statement, "Select New York City if you lived in the Bronx, Brooklyn, Manhattan, Queens, or Staten Island"
My address is in New York County that does not show up from the pull down menu???
