Ohio part year resident issue
I have received various answers from the Ohio department of taxation on how to handle the following situation.
I am a partial year resident of Ohio in 2019. Prior to moving to Ohio I was a Pennsylvania resident in which Ohio has a reciprocity agreement.
I started working in Ohio in March before I became a resident of Ohio. Technically, all my earnings between March and June earned in Ohio was while I was a resident of Pennsylvania. Despite my attempts to have my payroll department withhold Pennsylvania income tax and not Ohio, they did not do so.
I made estimated tax payment to Pennsylvania, so I am ok there. On the Ohio side of things I have been told I would receive a credit for the tax withheld for Ohio Income tax while I was a resident of Pennsylvania. To do so, I have been told by the department of taxation to do conflicting things depending on who responded:
1) Utilize Line 12 of Schedule A to report the income earned while I was a Pennsylvania Resident. However, another employee of the tax department told me I cannot use schedule A because I was a part year resident.
2) The person who told me to not use schedule A, told me I had to use the non-resident credit form (IT NRC). This form on the header says to use for part-year residents, but then in the instructions it says not to use if the residence was previously in PA.
Any idea which I should be using. It is not very clear in the turbo tax instructions. I think the end result is the same.
