- Go to your state tax return in Turbo Tax, if you are on a summary page, indicate you are going through NY again.
- After you have gone through the entries through your return, you should reach a screen that says underpayment penalty. Select continue
- Then it will ask if your income is from farming or fishing. Say no
- the very next screen says "tell us about your 2018 return".
- If you can't find this screen, then it is because: You don't owe NY state tax or you selected skip when it asked you if you wanted NY state to calculate the penalty for you.
