Maybe.  Kansas does allow for itemized deductions, but in 2018 the amount of deduction may be reduced from what is allowed on the Federal return.  Kansas will allow 50% of your Residence Interest, 50% of your Medical Care expenses, and 50% of your Real Estate and Personal Property taxes as itemized deductions in 2018.  Charitable contributions in Kansas are 100% allowed (up to the limits allowed on the Federal Return).  (In 2019 75% of the itemized expenses will be allowed, and 100% in 2020).

If you did have enough to itemize on the Federal Return it is likely that you will also be able to itemize on your Kansas return.  But you can enter all of your deductions into the Deductions portion of the Federal Return.  Even if you do not have enough to itemize for Federal, TurboTax will itemize for Kansas if you will get more benefit on your Kansas return for doing so.
