State tax filing
First, look at Box 15 of your W-2 to see if your employer withheld DC or VA taxes.
If they withheld DC taxes, and you never lived in DC, you should file DC Form D-40B to obtain a refund of those incorrectly withheld DC taxes.

You only need to file a tax return for VA. Because of reciprocity, all your earnings from DC are taxable by your resident state of VA. In TT, enter VA as your State of Residence and answer No to having had "other state income."
There is no "other state credit" for reciprocal states.
