if you are using Turbo Tax Online, there is a drop down in Box 14 that you can select that indicates:
- NY IRC 414H Subject to NY taxes or
- NY IRC 414H TaxExempt
Report it the way that it reported in your W2 if it is indicated. If you are not sure or if it isn't indicated, check with your employer or select that it is taxable so you won't be penalized for not reporting.
