This can happen when your state has not finalized forms and cannot accept your e-filed return yet. You can check to see what forms are available when based on what version of TurrboTax you are using by clicking here: https://ttlc.intuit.com/community/forms/help/state-forms-availability-table-for-turbotax-individual-...
When the forms have been finalized you will be notified and then can e-file a return.
