Anyone who (a) lives in Colorado; (b) is required to file a federal income tax return; and (c) has a current year Colorado tax liability, is required to file a Colorado Individual Tax Return Form 104.
You can prepare the Colorado state return in TurboTax, and if you do not owe CO taxes you can delete the return before you pay for it.
