Is there any withholding in box 17 of the W-2, on the line with WV in box 15? There shouldn't be. Virginia has reciprocity with West Virginia.
You do not need to file a WV tax return. So, your question is academic. But, no, the VA amount should equal the federal amount. The WV amount should not even be there.
In the personal info section, when it asks if you made money in another state, answer NO, per the reciprocal state instructions, on that page. This will prevent TurboTax from thinking you need to file a WV return.
