State tax filing
This line is for homeowners only. It refers to special assessments that are charged as additions to your property taxes.
I do not know what things qualify as special assessments in New York City, but everywhere else in the country it would be things like a special assessment for alley repair (where the City repair or replaces the alley and places a lien on your property to pay off your portion of the bill over time).
Ditto with sidewalk repair or replacement.
