State tax filing
Simple answer: Yes, you became a Utah resident on the date you physically moved to Utah.
Students are not usually considered to have change residency, just for going off to school. But since you have worked it out with the school that you will be a Utah resident for tuition (you have intent to become a permanent Utah resident), then you are considered a Utah resident for tax purposes. You should follow thru with voter car and drivers licenses.
You will file as part year residents of both CA & UT
