A form is "finalized" when it is made available in TurboTax. To make a form available in TurboTax requires the following:
- First, TurboTax has to get the form from the state.
- Then, TurboTax has to create an electronic copy of the form and get it approved by the state.
- Then, TurboTax must code the software need to use the form. This can be made difficult by last-minute changes by the state or the late release of the form.
- Then TurboTax has to test the software to make sure that it gets the right answers and that nothing broke.
- And TurboTax has to do this in the middle of the first peak of tax season, when programmers and others are on call for 1,000 other issues.
The state has been slow to release this form to tax software companies and the public. Note that the state did not post its own fill-in version of the form until yesterday (2/4/2020) - see the state forms webpage.
